The formulation of standards often depends on the personal experience and inertia of some professionals, as well as the influence of some manufacturers. From the perspective of process management, standardized management should establish basic processes and norms.
2. Based on reference to relevant international standards, combined with China's actual development level and experience, some published standards will be modified and supplemented. For example, the current "Harmonics in Public Power Grids of Electric Energy Quality" (GB/T14549-93) can discuss how to refine the harmonic limits of various levels of voltage in the power grid, the regulations on inter harmonic limits and their measurement, and how to measure harmonics in different changing states.
The standard "Allowable Deviation of Power System Frequency for Power Quality" stipulates that the allowable value of normal frequency deviation for power systems is ± 0.2Hz. When the capacity of the power quality monitoring system is small, the deviation value can be relaxed to ± 0.5Hz. But the standard does not specify the limits of system capacity size. There is no clear regulation on the data statistics method in the standard "Allowable Deviation of Power Supply Voltage for Power Quality".
3. We should conduct project analysis and research on new concepts of contemporary power quality in order to develop new national standards for power quality monitoring. For example, voltage drop, voltage oscillation, voltage waveform gap, signal voltage, etc. In the process of formulating new standards, we cannot rely solely on foreign experimental data and research results. We must conduct extensive experimental monitoring and collect experimental data for investigation and research in different regions, power grids, and users in China. The new standards formulated in this way may be in line with the actual development status and level of our country.
